在选择学区房的过程中，家长给予 2B 2C 阶段可选学校充分的关注，而往往忽视了 2CS 阶段的重要性。

我们以 2024 年号称 南洋小学 莱佛士女小 双学位 的 Watten House 网红盘为例：

通过 Property2B2C 上的历史数据，南洋小学 2020 - 2024 年抽签的 平均录取率 只有 45% 左右，所以很多 Watten House 的销售会说：

“抽不上就去 Bukit Timah Primary School！”，“Bukit Timah Primary School 是 Bukit Timah 地区的兜底方案，里面多的是没抽中的学生，生源很不错！”

但是，Watten House 一定能上 Bukit Timah Primary School 吗？

Watten House 在该小学的 2 公里范围以外。通过 Property2B2C 上的历史数据，很容易了解到， 2019 - 2023 年，2CS 阶段 2 公里以外的公民，需要参与抽签；而 2022 - 2023 年，这个抽签的成功率是 0% ！2023 年有 24 位家长无效地参与了抽签！ （值得安慰的是，2024 年该小学属于小年，2CS 全部录取）

因此，通过计算，Watten House 能上 Bukit Timah Primary School 的可能性不大，而更可能的方案是（女孩报莱小除外）:

• 2B 南洋小学 48.3%
• 2C 南洋小学 45.2%
• 2CS Farrer Park Primary（华苑小学）100%

其中，最右侧是录取率。2CS 选择华苑小学，综合考虑了录取率与通勤距离。 毕竟，让孩子多睡半小时，比什么都强 😉

When choosing a school-home, parents often focus on Phase 2B and 2C, while overlooking the importance of Phase 2CS.

Let’s take the 2024 Watten House, marketed as offering dual admission to Nanyang Primary School (NYPS) and Raffles Girls' Primary School (RGPS), as an example:

Based on historical data from Property2B2C, the average admission rate for NYPS from 2020 to 2024 is only around 45%. As a result, many Watten House sales agents might say:

“If you don’t get in, just go to Bukit Timah Primary School!” or “Bukit Timah Primary School is the fallback option in the Bukit Timah area, with many students who didn’t get into their first choice. The student quality is quite good!”

But is Bukit Timah Primary School a guaranteed option for Watten House residents?

Watten House is located outside the 2km distance of the school. From historical data on Property2B2C, it’s easy to see that:

From 2019 to 2023, Singapore citizens outside 2km had to conduct a balloting in Phase 2CS. From 2022 to 2023, the success rate for this balloting was 0% ! In 2023, 24 parents participated in the balloting with no chance of success! (On a positive note, 2024 was a less competitive year, and all Phase 2CS applicants were admitted.)

Therefore, based on calculations, the Watten House residents securing a spot at Bukit Timah Primary School is low. The more probable options (excluding girls applying to RGPS) are:

• 2B Nanyang Primary School 48.3%
• 2C Nanyang Primary School 45.2%
• 2CS Farrer Park Primary School 100%

The numbers on the right represent admission rates. Choosing Farrer Park Primary School for Phase 2CS balances both admission probability and transportation distance. After all, letting your child sleep an extra half hour is worth more than anything else 😉.
